Industrial clusters take on a global economic phenomenon. It is an inevitable outcome as economic development reaches a certain stage. Domestic and international experiences show that industrial clusters are a source of economic efficiency. It also is an endogenous driving force to promote the rapid development of the regional economy. The labor force, capital, technology and other production factors are main factors in the development of industrial clusters. Enterprises, which are the main body of industry clusters, integrate production factors through both within enterprises and production factors flow among enterprises. The science and technology talents (Sci-tech Talents) as the most active factor in production factors are the core resources in the development of industrial clusters. Sci-tech Talents flow is an important approach to make effectively use of and exploder human resources. In the same way, it also is a crucial way to promote the increment of human capital and regional economic development.Based on summary of literature and research, this paper summarizes three factors for Sci-tech Talents flow under industrial clusters: organizational factors, environmental factors and human capital factors. Generally speaking, the external environment of enterprises can be grouped into the market or social. Under industrial clusters, the external environment of enterprises is made up of the clusters scale, inter-firm competition and inter-firm technology join and the network structure based on informal contracts. Sci-tech Talents environment includes health care factors and incentive factors, in which health care factors include salary systems, welfare systems, encouragement policies, interpersonal relations, working conditions, management style etc; Incentive factors include work values, improvement in skills and opportunities in growing up. Human capital factors in Sci-tech Talents are mainly investment in the health care, education level, the title of a technical post, compensation on transfer and investment in searching for information. This paper analyzes the key factors of Sci-tech Talents flow and influencing extent by regression analysis recurring to SPSS. Thereby, it reveals the driving force of Sci-tech Talents flow under industrial clusters.On the basis of reviewing much related literature , the author rectifies survey questionnaire based on interviews with typical industrial clusters. By surveying Jun porcelain, medicine, casting in Henan Yuzhou and minerals in Yongcheng, pants, food, automobile in Zhengzhou, house wirings in Hefei, cable in Hebei Ningjin industry clusters, the author interviewed intermediary associations and business executives for verifying the real truth and interviewed staff with Human resources department and the tech department. In this survey, 600 questionnaires were distributed, and 540 valid samples have been reclaimed in the end. In the process of data processing, reliability analysis, validity analysis, correlation analysis and regression analysis are used in this study to verify the hypothesizes. According to the analysis results of the samples, three components of clusters that include organizational factors, environmental factors and human capital can explained 74.89 percent of total explained variance, that means it is rational and effective to explain the causes about Sci-tech Talents flow from these three factors which are remarkable on influence of Sci-tech Talents flow.The innovation of this paper is to describe factors of Sci-tech Talents flow through structural characteristic of clusters organization. On the basis of increment Theory of Human Capital, this paper discusses internal motivation of the Sci-tech Talents flow. Therefore, this paper reveals reasons for the Sci-tech Talents flow and the influence in the development of industrial clusters and region economy from the inter-firm relation, which is different from the previous research of Sci-tech Talents flow from the angle of view of two bodies in employment.
