Factors Of Industrial Clusters: Evidence From High-Tech In Shandong Province

Except for inheriting traditional theory of regional economics to emphasize regional division, the theory of industrial cluster paid more attention to the important role of integration,innovation (including technology,institutional innovation) of factors in the region. High-tech zones are the principal of industrial cluster of high-tech. From 1988, we started to build high-tech zones, and State Department authorized 53 national high-tech zones successively. In Shandong Province, there are five national high-tech zones, which are Jinan,Qingdao,Zibo,Weifang and Weihai. The five high-tech zones have been the important base of strengthening independent innovation,developing high-tech industry through developing in the past dozen years, which economic strength has been remarkably strengthened, and provided remarkable impetus to regional economic development of Shandong Province. As far as the whole is concerned, there are much difference between the developing level of high-tech zone in Shandong Province and southern advanced province. Because they still exist some questions in the developing of industrial clusters of five high-tech zones, and don't form real advantage of regional economic. So, utilizing the theory of industrial clusters, objectively evaluating and contrasting the developing condition, and finding factors of industrial agglomeration of five national high-tech zones in Shandong Province, then putting forward relative measures, which have been an important subject that must be settled in high-tech zones of Shandong Province.In the base of industrial clusters at home and abroad and research status quo of high-tech, first, we compare developing status quo of industrial clusters of five national high-tech zones in Shandong Province from infrastructure,technology innovation carrier,leading industry,industry structure,industry chain etc; secondly, through analyzing status quo of five national high-tech zones, putting forward question and reason mechanism; then, in the base of summarizing empirical research of home and abroad, empirically testing that three factors influence industry agglomeration of five national high-tech zones, which are economic geography new economic geography and economic policy; finally, upon foregoing research and analysis, putting forward measures and policy advice that could promote industrial clusters of national high-tech zones in Shandong Province.
