The Three Issues of agriculture, rural areas and farmers have become a serious problem in economic development in China. As the most fundamental metirial for production, land has played an important role in agricultural growth,rural development and farmers'life. However, deficiencies in the existing rural land system has been badly hampered the healthy development of the rural economy. Rural land transferring is an inevitable requirement of optimizing the allocation of land resources, realizing scaled agriculture development and promoting the transfer of rural labor.The thesis expatiate the major mode and achievement in rural land circulation in Jiaozuo city on the summary of related countryside land circulation's research at home and abroad and on the basis of concept definition,. According to investigation datum, establish a modelof symbolic stat to analysis two things ---- "what's the problem existing in the circulation?"and "why?". Moreover, in order to facilitate the circulation in Jiaozuo city, it's necessary to discuss and summarize the achievement and experience of successful cases gotten in rural land circulation in Jiaozuo city in our country. So take Zhejiang and Jiangsu province as an example, introducing basic information at first, and then sumerizing the advanced experience in both proince. The key of my study is to solve the following questions:first, how to change famers'traditional concept; second, what is the factors related to the action and scale of circulation; third, how to facilitate rural land circulation of Jiaozuo in effective through policies.The mainly problems of Jiaozuo countryside land circulation ---- improper orientation of village Organization locates in the land circulation,nonstandard programs and operation in the land circulation,lacks of the correct laws and regulations guidance,inadequete of agency,unsatisfaction in demand for transferriong workforce in non-agriculture occupation as well as insufficient realization in rural land circulation. Analysis three reasons from three aspects in the concept,policy and the growth of the market situation in the rural land circulation and so on three aspects carries on the analysis to its and reasonsThis research put forward the following proposal:①Develope non-agricultural industry to speed up the transfer surplus workforce;②Establish information network and plat form of service to nuture the countryside land circulation markets;③Build the land management file to strengthen the cadastre system;④Explore a policy to regular and direct rural land circulation;⑤Perfect multilayer rural social security system to guides the countryside land circulation as soon as possible.
