Enterprises competition actually is talents competition. Talents are the first resource of survival and development of enterprises, which has been common sense of modern enterprises. However, how to select the appropriate talents and how to arrange reasonably and use talents to realize the target in employees matching with positions, yet which it is a general great problem for enterprise human resources management work to face. As the saying goes:" In knowing a man, you may know his face, but not his heart." So in order to judge competent people accurately, simply relying on subjective feeling and empirical judgments will often cause result that one false step will make a great difference. The Chuanghui network company where the writer works also faces the problem that how to identify and select talents. This issue is also the core of the research in this paper.Modern psychology developments a set of technological tool of testing to understand human's mental activity scientifically.Using this mental testing technology can judge psychological feature in a man, including characters, interests, capabilities and values and so on. Thus according to different post demands to choose the best matching job, this is the talent assessment in modern human resources management.As the theoretical basis for talent assessment, this paper comes up with basicmeasures and matching measures to build technical personnel evaluation systems for the Chuanghui network company on the basis of analyzing the talent assessment research situations and results at home. First, the paper summarizes the core business, development strategy, human resource situation and talent assessment status in the Chuanghui network company; then finds and figures out the present problems in personnel assessment in the Chuanghui network company by using questionnaire method, interview method of communication and consulting technical data, to solve these problems, the paper proceeds from reality of the Chuanghui network company and looks on the future development of enterprise to construct perfect talent skills assessment system and countermeasures of staffs'development.The paper aims at having a thorough knowledge on the skill levels of staff who is engaged in technology, making an objective and just appraisal of the comprehensive quality of each employee and giving direction and advice about deterring posts, training objectives and the developmental direction of each employee.Enterprises human resource will be given great support through talent measure, thereby effectively improving technical strength and market competition, and which will have particular practical significance and have a certain reference value for other business.
