With the 80s gradually going into the workplace, HR Management are faced with new issues due to the distinctive characteristics of this generation and the ever-changing social backgrounds. The special age, special environment and special individual bring up this generation of unique temperament. It is the core element of current career management to keep their career developing continuously by making these people fully play their advantages and transform their disadvantages. The state-owned enterprise, in particular, should know how to develop the talents of the newly recruited 80s and carry out good career management to make these people try their best to meet the enterprise's goal and ultimately achieve the win-win situation of the enterprise and the individual. This is an important part of state-owned enterprise HR department's work.The subject investigated in this paper is the employees of Chemical Storage Plant recruited after 2004.First, through the investigation and analysis of current statuses of plant HR, newly recruited employees and employee career management, the drawbacks of career management in Lanzhou Petrochemical Company and the Chemical Storage Plant are identified. Then, according to the qualification model of the employees in this company, the "competent for one position" is designed based on the competency model and is integrated into the career management system of new employees. Last, supporting measures are provided to implement the plan. It is of positive reference value to improve the employees'qualifications and current HR management status through the research and study of the new employee career planning and management in Lanzhou Petrochemical Company and the Chemical Storage Plant.
