The vast majority of farmers and herdsmen basically have been resolved the food and clothing.However, there are some farmers and herdsmen are still struggling with poverty.In this paper, starting from Inner Mongolia poverty alleviation program, sum up its achievements and get the distribution of poverty-stricken population. Secondly, according to a national-level poverty kulun country,Present situation of poverty, characteristics of poverty and to find out the causes of poverty factor.
