Study On The Planning Of Regional Coordinated Development Of Jieyang Chaoshan Airport Area

Since the 21st century, China has established the national coordinated development strategy, under which the coordination of the four cities(Shantou, Jieyang, Chaozhou, Shanwei) in eastern Guangdong province has come to a new stage. Chaoshan metropolitan region is located in the northeastern and coastal region of Guangdong province,which borders with Fujian and Jiangxi provinces. According to the current development status, Chaoshan metropolitan region is undergoing a process of marginalization. However, eastern Guangdong region is playing a more important role with the regional development environmental changes, and hence Chaoshan metropolitan region is facing unprecedented opportunities, among which the construction of the Jieyang Chaoshan airport is the most prominent.The development of economic globalization and the advancement of science and technology have accelerated the repositioning and distribution of world industry, which has greatly stimulated the development of the airborne industry. The construction of an airport usually attracts a lot of attention because it has the potential of cultivating a new economic growth pole by facilitating the regional or even global passenger and cargo transportation hub and by promoting the development of high technological industrial parks and responsiveness logistics parks. Experiences of both abroad and domestic airborne industry demonstrate that a feasible approach to guarantee the harmonized development of airport economic region is to systematically plan the entire region and build it as an"airport city"by the local governments of concern. Therefore, the development of Jieyang Chaoshan airport demands that the coordination strategies of Chaoshan metropolitan region should be thoroughly investigated.Based on theories of regional coordination and airport economy, this paper addresses the strategies and approaches to the harmonized development of Jieyang Chaoshan airport region. First, concepts and theories of regional coordination and airport economic region are summarized, and cases of international and domestic airport economic region development are analyzed for the purpose of identifying experiences of referencing value. Secondly, current status, problems and root causes of Chaoshan metropolitan region and Jieyang Chaoshan airport region are researched, and opportunities of Jieyang Chaoshan airport regional coordination are identified. Then, Jieyang Chaoshan airport regional coordination approaches, spatial layout and framework are proposed from perspectives of airport economic region planning, spatial network construction, industrial coordination and transportation integration and so on. Finally, execution strategies of Jieyang Chaoshan airport regional coordination are proposed which include the establishment of the regional coordination mechanism, strengthening of integral planning and management, investigation on cooperation and development modes and the promotion of systematic development of the entire airport economic region. Research results not only enrich the airport economic region coordination theory, but also provide invaluable references to similar airport economic regional coordination practices.
