The year 2010 is a time in which the profound impact of the international financial crisis has not died down, and the foundation and the process of the economic recovery are still of large uncertainties. It is also a time in which China is facing the ending of the "Eleventh Five-Year" and preparing itself for "Twelfth Five-Year", in which the state will further speed up the transformation of economic growth mode and improve the socialist market economic system, China's industrial structure, growth mode, consumption patterns will undergo profound changes, the development of highway traffic infrastructure will also face new challenges. In the new socio-economic background, the development environment of the highway engineering enterprises will inevitably be more complex and the competitive conditions changeful. Therefore, the development strategy of the highway engineering enterprises is of huge importance for the enterprises'maintenance and development. How to develop suitable strategies for traditional highway engineering under the new situation is an important issue for state-owned highway engineering enterprise management.In the traditional field of highway engineering, fierce market competition, low-balling, and convergence has found their existence. This is the current problem all the highway engineering enterprises in our country are facing, which has jeopardized the health of many highway engineering enterprises'development. Highway engineering enterprises under central authorities taking advantage of the policy, resources, and their scales, through strategic adjustment and upgrade, has gradually formed a greater competitive advantage, which brings great pressure to many regional companies. Therefore, the article, applying strategic management theory and methods and focusing on the features of highway engineering industry and its enterprises, carries out deep analysis of Guangdong Provincial Changda Highway Engineering Co., Ltd., draws out the midium-long-term blueprint of the development of Guangdong Provincial Changda Highway Engineering Co., Ltd., in accordance with the external environment and the internal resources of highway engineering enterprises.The article consists of five chapters, the first chapter is an introduction, describing the study's background, purpose, meaning and the outline; the second chapter is the analysis of the internal environment of Guangdong Provincial Changda Highway Engineering Co., Ltd.; The third chapter analyzes the macro environment and the industry environmental, including analysis of the policy, legal and economic environment, social and cultural environment, and technical environmental, also the environment of highway engineering industry and others related industries; The fourth chapter is the analysis on advantage and disadvantages of our company; The fifth chapter is to describe the developing targets, development strategies and measures, in four dimensional analysis: traditional engineering construction, development of the industrial chain, related diversified development, and regional market development.
