In modern society, most enterprises are facing increasingly harsh living environment because of acceleration of technological change, shortening of product life cycles and exacerbating of market competition. It's too difficult for enterprises to complete the whole process of R&D and service solely depending on themselves. Cooperation is a rapid and effective approach for enterprises to get essential resources to strengthen their competitive advantages.Since the 80's, enterprises cooperated with each other in almost every sector in value chains, especially in R&D and production. Previous research studied R&D cooperation or production cooperation separately. However, since R&D and production are two important adjacent activities of value chains, R&D and production cooperation decisions must have certain correlations. This paper regarded these two decisions as an entirety, compared and analyzed the previous work of R&D cooperation decisions and production cooperation decisions.This paper first reviewed previous work, and explored the key influential factors of R&D and production cooperation through several typical cases in mobile industry. Finally this paper established an integrated analytic framework with 16 factors from 4 levels (Enterprises, Technology and Production Characteristics, Partner Relationship, External Environment). Then we conducted an empirical test by questionnaire and found that:1. For whether or not to cooperate in R&D, Asset Specificity, Level of Technology and Production development are main factors. For whether or not to cooperate in production, Ability and Orientation of R&D and Production, Level of Technology and Production Development, Fitness of Technology and Production are main factors. For whether or not to cooperate in R&D and production, Asset Specificity, Level of Technology and Production development, Fitness of Technology and Production and Competitive Environment are main factors. 2. For whether or not to take both R&D cooperation and R&D and production cooperation at the same time, Market-orientation, Asset Specificity, Risk and Cost, Industry Standards, Market Size, Market Demand became main factors. For whether or not to take both production cooperation and R&D and production cooperation at the same time, Asset Specificity, Industry Standards, Competitive Environment are main factors.3. The higher the degree of interdependence of resources between partners, the more the possibility of choosing to take R&D and production cooperation, compared with R&D cooperation.
