Study On The Standardization Of Government Agent Construction System

This paper tries to government project unit, summarizes the research and exploration and practice experience of organizational system, and the standard approach, set up a government program unit operation of standardized management system. Through the research and organizational management mode and traditional Chinese project management mode and advantage, further perfecting government project unit, and puts forward the ideas and countermeasures to the project management method, substituting construction standardization management of change of government investment projects, the old way of government investment system "investment, construction, management and use of four-in-one management mode, each link, each separated from each other. By integrating professional market, socialization of social resources in new constraint mechanism to reduce "rent-seeking" and corruption, overcome SanChao "space" (budget exceeds the estimation, the budget over-estimation, settlement, improving the government budget) phenomenon of construction project supervision and performance, increase the investment effects of government investment projects, and finally achieve the social welfare function.This paper firstly government investment projects management situation of introducing, second to entrust projects, including analysis comparing with the traditional management mode, the study on the main current entrust acting system, puts forward the mode of operation mechanism and management framework. Finally in the south-to-north water diversion project as an example, this paper analyses the role in project unit.
