| Innovation sustains the progress of a nation. It is an inexhaustible motive force for the prosperity of a country. And scientific and technological innovation is the source of national economic growth. Nowadays, fast changing technology and increasing globalization, scientific and technological innovation is prominent in socio-economic development function day by day, and has become the power source of socio-economic development and all-round social progress. Have and master advanced science and technology, dominate sovereignty of socio-economic development. It is both opportunities and challenges. Scientific and technological innovative ability plays a decisive role in development of scientific and technological undertakings of a country or a region. It is the core to advance the national competitiveness and international competitiveness, is an important guarantee for social stability and national security, and is an important foundation of the powerful state and the rich people. Therefore, research regional scientific and technological innovation has an important strategic meaning and realistic significance for understanding and grasping regional scientific and technological and economic development, and for advancing regional scientific and technological innovative ability and regional economic development capability and its international competitiveness.The thesis focuses on the regional scientific and technological innovative ability. Based on a great deal of technical literature both abroad and domestic, firstly, this paper mainly empirical analyzes the current status of regional scientific and technological innovation in the aspect of financial input into scientific and technological activities and talents. Secondly, this paper, by suing principal component analysis and cluster analysis, evaluation research regional scientific and technological innovative ability of 30 provinces (autonomous regions and municipalities) in China through establishing an evaluation index system for regional scientific and technological innovative ability. Finally, this paper proposes some countermeasures how to enhance(advance) the ability of regional scientific and technological innovation in the aspect of mainstay, financial input, talents squad construction, resources allocation and environment of scientific and technological innovation.The innovations of this paper are mainly indicated on two aspects as follows:First, his paper establishes an evaluation index system for regional scientific and technological innovative ability.Second, this paper evaluates regional scientific and technological innovative ability of 30 provinces (autonomous regions and municipalities) in China by suing principal component analysis and cluster analysis. And it presents sorting of scientific and technological innovative ability. |
