A Research On Evaluation Of Regional Agricultural Scientific & Technological Innovative Ability Of Western Region

After entering into the new century, how to effectively solve the problems which concerning agriculture, countryside, and farmers, namely "sannong problem", is played more attention than before by the Party and Government. How to promote the effective resolution of "sannong problem" in western regions becomes an issue attracted more attention. The weak economic foundation, frail ecology environment and unreasonable produce and operation, and the relatively poor scientific and cultural quality of farmers in western regions become the most serious bottlenecks to work out the above problems .Under the premise that science and technology have turned into the major drive to enhance agricultural and rural development in China, accelerating the construction of agricultural scientific innovation ability of western regions, improving the support of economic development with stable and sustainable roles become an important task in theory and reality.On the basis of the concepts, essences and components of scientific innovation ability, scientific innovation and regional economic development, regional agricultural scientific innovative ability, and discussions about the assessing indexes and methods to evaluate regional agricultural scientific innovative ability, and combining the substantial attribute of public goods of agricultural scientific innovation, the thesis chooses 42 evaluated indexes which are related to regional agricultural scientific innovation to establish evaluation index system of regional agricultural scientific innovation ability. And it chooses 12 provinces in western regions and the national average level as the analysis object, in terms of data collection of large numbers, employs SAS 8.0 statistical software with principal factor analysis method to test, evaluate and rank their ability of regional agricultural scientific innovative ability. Therefore, it analyzes the agricultural scientific innovative ability of western regions from different aspects and then points out the constraints which hamper the development. Finally, it provides responding policies and suggestions. They includes: build up ideas of agricultural scientific innovation, elevate continuously quality of scientific researchers and peasants, intensify education and training to farmers, increase resources of fund for agricultural scientific innovation, cultivate enterprises which are involving in agriculture into new types of innovative bodies, structure multivariable system of extension and agency service to promote the transformation and extension of agricultural scientific fruits, enhance the interaction between agricultural innovative bodies and governmental macro control of agricultural scientific innovation , and promote institutional construction of agricultural innovation.
