Land resources are the foundation of human existence, the rudiment for thedevelopment of social economics and, the source of social productive forces. Theirreplaceable nature of land denotes that the use of such resource must be sustainableand efficient. Owing to huge population in China, certain areas have undergone severecrisis due to the lack of land resources. Therefore, it is of particular importance tostrengthen the reform as well as to emphasize on the sustainability of land utilization,particularly for rural lands. It has been proved through practice that improved landmanagement, enhanced farmland use and, reclamation of arable, residential andcollective construction lands may all significantly improve the capacity ofagricultural production. Moreover, successful village renovation and optimized landlayout may be expected through reasonable adjustment of the current village systemsand rural land design, such as: establishment of assembled village layout,redevelopment of deserted villages, transformation of conservative communities and,construction of modern villages. The post project evaluation, as an important stagethroughout the entire project, has become increasingly focused since it is directlyoutcome-reflecting and can be used to reveal potential problems during projectimplementation.At present, the post project evaluation for the reformation of rural land use inHunan has been reported with several problems: the lack of systematic methodology,the lack of multi-factor assessment, the lack of appropriate grading indicator and, thefailure to implement any assessment results.In this work, we have constructed our study based on a thorough understanding ofland management theories and exhaustive review in the context of relevant researchesboth domestic and abroad. The philosophy and means of rural land reformation inHunan Province were comprehensively investigated. It is also shown in this work anin-depth evaluation of the post project evaluation and its implementation during ruralland reformation. The thesis elaborated the concept and essence of the post projectevaluation for rural land reformation. Deficiencies of the current methodology werepointed out and suggestions to overcome such shortage were proposed. It wassuggested that: relevant legal provisions should be established to regulate theimplementation of the post project evaluation/assessment; superior government department should be appointed as reformation correspondence; systematicmethodology should be constructed with proper grading systems; a ‘reward andpunishment’ mechanism should be introduced to facilitate implementation of theassessment and, the results of such assessment should be considered during cadreappointments and promotions.
