The Research Of Land Use Efficiency In Different Regions In Hunan Province

As a big agricultural province, Hunan has more people and less land. It has a high proportion of agricultural land and its land use efficiency is high, while its backup land resources are scarce and its land use structure is unreasonable, so arable land protection become a difficult task. At present, Hunan is in critical period of rapid development of new industrialization and new urbanization, but the contradiction between supply and demand in construction sites become more and more serious. So it is also one of the realistic and urgent tasks to guarantee the demands for construction sites of the whole province. Vigorous efforts should be made to promote the economical and intensive land use and to find a new path of-less construction sites demand and high land use efficiency, which is very crucial for the sound and fast economic and social development of the whole province and the basic livelihood of the future generation. In addition, as one of the "two-type society" comprehensive reform experimental regions, Changsha-Zhuzhou-Xiangtan Urban Agglomeration must explore new path in intensive land use and improvement of the land use efficiency. Therefore, it is very urgent and intensively realistic to evaluate the Hunan's land use efficiency and discuss the spatial differentiation and its forming reasons and put forward the specifically optimizing countermeasures, which is the main research aim of the paper.With the guidance of Scientific Development Concept and the basis of Human-Earth harmonization, the paper considers the strict arable land protection and intensive land use as its core. It analyzes the three major land utilizations, namely, agricultural land, urban construction and industrial land in development zone of Changsha-zhuzhou-xiangtan, Dongting Lake Ring, Southern and western area in Hunan Province. And with the reference to the Second Investigation of Land data in 2009 and Hunan historical statistical yearbooks and the help of GIS, SPSS and DEA model SOLVER data processing and analysis system and the comprehensive use of main component analysis, the weighted average and data envelopment analysis (DEA) evaluation method, the paper focuses on the evaluation and comparisons of land use efficiency in different regions and puts forward concrete suggestions on the improvement of the efficiency of land use in different regions in Hunan province.The results show that:The level of economic development is the direct factor that influences the efficiency of land use and there is a significantly positive correlation between the land use efficiency and the economic development level in Hunan province; the land use efficiency is improved steadily year by year and this trend will continue; there is a significantly spatial differentiation of land use efficiency in Hunan Province, and the levels of regional economic development, natural conditions, location differences and policies are all the indicators affecting the spatial differentiation, while these factors function comprehensively instead of independently on the land use efficiency; in order to improve the whole province's land use efficiency, we should base on the further improvement of the overall land use efficiency, and adopt specifically classified measures to enhance the efficiency of regional land use and narrow the regional differences in the land use efficiency.
