Since1998, the Songhua River basin, the Yangtze River Basin has a big flood occurred. The state has started the ecological engineering of natural forest protection project, returning farmland to forest engineering construction. Shennongjia is in the background were included in the coverage range of the National Natural Forest Protection Project.However, before given adequate attention in the ecological status, the economy in Shennongjia forest was mainly rely on the exploitation of wood resources. Hence, a job as a ranger responsible for the exploitation of timber logging at that time was quite enviable; the identity can be converted to non-agricultural accounts as well as high wages. Thus, being a worker in the forest while doing lumbering became the wishes of the farmers in the Shennongjia forest part. However, this did not last long, after the national implementation of the Natural Forest Protection Project in2001; the "wood economy" was got an emergency stop, and all of the Shennongjia wood processing plants were closed. The forest area economy was severely hit, at the same time; a reform of logging member’s fate is also advancing. On this account, the Natural Forest Protection Project rangers do not need many workers; a lot of employees who devote half of their lives to the development of Shennongjia were forced to leave in various ways. Those lucky birds who stayed did not live very well, with slow wage growth, heavy workload and poor working conditions are the "three big mountains" haunt in the minds of the rangers,.To carry out the significance of this study is to represent the whole story of the rangers, thus reflecting on the tremendous impact of the national policy of the rangers (lumbering members) about the fate in oral. Expressing the true voice of rangers and influencing policy makers ultimately becomes the final purpose of this article.Through this research, I come to a conclusion:If we do not change the current system, the forest rangers will disappear in the future. Due to the unclear position of the state-owned forest and the administrative intervention, it cannot be fully integrated into the market economy system. Rangers living in state-owned forest are also subject to the institutional constraints, hence cannot come to a fundamental solution to the difficulties faced. |
