Study On The Determinants Of Forest Certification Of State-Owned Forestry Enterprises In Heilongjiang Province

Forest certification as an effective market mechanism of promoting the sustainable forest management,has been accepted and supported by the international community and it developed fast around the world. Our government has also payed high attention to forest certification, although it started later in China but developed fast. Heilongjiang is one of the fisrt pilot provinces to carry out forest certification. Forest industry bureau in Heilongjiang province has40state-owned forestry enterprises, there are Youhao forestry bureau, Dong fanghong forestry bureau, Muling forestry bureau and Chaihe forestry bureau have obtained forest certification of FSC, Tieli forestry bureau and Xinqing forestry bureau have obtained forest management certification of CFCC. Axcept the six state-owned forestry enterprises which have obtained forest certification, Yichun forestry administration bureau has signed cooperation agreement of forest management certification with Zhonglin Tianhe Forest Certification Center on January4,2011.Thus it can be seen that most of the state-owned forestry enterprises in Heilongjiang have not carried out forest certification, analyzing the influencing factors of forest certification systematically is beneficial for the state-owned forestry enterprises which have obtained forest certification or is carrying out and is going to carry out forest certification, to seek more effective propulsion measures. Therefore, studying the influencing factors of forest certification of Heilongjiang province’state-owned forestry enterprises is very meaningful.This paper summed up the practice situations of forest certification at home and abroad. It described the content of forest certification and analyzed the motive to carry out forest certification of forest management units and forestry products processing enterprises. Then, it described the basic circumstances, cost effectiveness and current problems of carrying out forest certification of the state-owned forestry enterprises in Heilongjiang province. And the paper was according to the survey on40state-owned forestry enterprises in Heilongjiang province and by the means of factor analysis and binary logistic regression model, it extracted and analyzed the influencing factors of forest certification of Heilongjiang province state-owned forestry enterprises, basing on the sample of forty state-owned forestry enterprises’ questionnaires in Heilongjiang province. The result shows that the significant influencing factors are the promotion of the government and scientific research institutions, the demand of enhancing enterprises’competitiveness, the cognitive situation of forest certification and the economic benefit of forest certification. According to the result of the statistic analysis, it put forward some countermeasures that expanding the impact of the government, strengthening the research institutions’ effectiveness of advertising and training, cultivating professional talents for forest certification, strengthening the enterprises’capacity for forest certification and enhancing enterprises’ competitiveness, in order to provid more objective and scientific basis for the state-owned forestry enterprises to carry out forest certification further.
