Economic globalization and information technology is increasingly clear that national economic activity to strengthen the growing connection, enterprises manufacturing activities were integrated into the global economy. Enterprise clusters has become an important component of regional economic development, the competition nature of the regional economy is the level of innovation between different enterprises clusters; at the same time, facing the increasingly complex technology development and industrial transformation and upgrading of the requirement, the small and medium enterprises are getting into the lack of technological innovation, and cluster innovation that a new network innovation is the practical approach to development. Cluster innovation can overcome the problems of the majority of our enterprise clusters, such as development stagnation, path lock-in, low energy of innovation, and constantly improving the small and medium enterprises'independent innovation capacity of the clusters, thus improving the innovation potential of the entire cluster.Network theory is used to analyze the structure of the cluster innovation network cluster, which is a hotspot of the study of enterprise cluster, technological innovation, social networks, and other areas. In this paper, mostly using Social Networks and the complex network theory as the two major networks for reference, particularly social network theory analysis, studying the impact of the structural characteristics of cluster innovation networks (including whole network structure and individual network structure) on the innovation performance. The five characteristic variables of the whole network structure are measured from the network density, clustering coefficient, network centralization, the average path length, factions or sub-groups, the node degree distribution (scale-free network), and other variables; the three characteristic variables of the individual network structure are measured from the node degrees, the betweenness and structural holes. This paper pointed out that the cluster innovation network structure impact the allocation of resource elements of the network innovation, thus changing the network main behavior, specifically in the technology innovation diffusion and to accelerate the knowledge flow, thus improving innovation performance. First, this paper analyses the content, structure and mechanism of the cluster innovation, combined with network theory, and thus making a better analysis of cluster innovation network. Second, selecting Yueqing industrial electrical cluster as the theory and empirical case study, and this paper analyses the main structure framework and the main Constitution of the cluster innovation network, also the formation of innovation networks. In empirical research, this paper mainly use of the network statistical software Ucinet6.0 and its own constitution software Netdraw2.0, in order to solve the variable values of the structural characteristics of innovation networks and innovation networks graphic characterization; also use SPSS 13.0 for the regression analysis of the relationship of the characteristic variables of the individual network structure and innovation performance. Finally, according to the level of variable values, the network graph structure and the results of regression analysis to explore specific measures of the improvement of the whole networks and the growth of the network individual.Through Yueqing industrial electrical cluster specific analysis, two conclusions of the whole structural analysis and the individual structural analysis are mainly concludes. The impact of the whole network structural characteristic on cluster innovation are mainly reflected in the following four aspects:(1)the integrated connection network density of Yueqing industrial electrical cluster innovation network is moderate (0.2688), clustering coefficient is high (0.471), the average shortest path is shorter (1.771); (2)Yueqing industrial electrical cluster innovation network has a high network centrality (54.49%); (3)Yueqing industrial electrical cluster innovation network has four distinct factions, and their densities are 0.48,0.58,0.53,0.44, which are higher than the network density of factional members' connection (0.26,0.27,0.18); (4) Yueqing industrial electrical cluster innovation network has a character of small-world and scale-free, enterprise network coefficient is 0.530 and the average path length is only 1.743, while the node degree distribution consistent with power-law distribution. The two characteristic variables of the individual network structure (including node degree and the betweenness) have positive influences on innovation performance, Hypothesis 1 and Hypothesis 2 holds; (2)the positive influence of structural holes on innovation performance was not significant, Hypothesis 3 is not true.Finally, according to case studies and empirical results, the specific recommendations and corresponding measures for improvement are put forward from different points of view at different levels of Yueqing industrial electrical cluster, and then providing references for other enterprise clusters to build better innovation network.
