Research On The Formation And Development Of County Industrial Clusters In Hebei Province

As the Chinese proverb says,"Counties prosperous, then the whole country safe."It is proved that the industrial clusters are taking shape in the counties and sub-counties, which turns into the leading driving force of county's economic development and the primary course of solving the problem of rural labour force. As for the county industrial clusters of Hebei province, coming into being, it has played an important role in the counties'social and economic development. Whereas, the industrial clusters of Hebei province is far from being developed, namely, is not provided with the clusters effect. And concretely, most industrial clusters stay at the status of low-level production for the least profits, whose core competence is poor. Therefore, it is essential to probe into the forming, status and upgrading of industrial clusters.The county industrial clusters of Hebei province was researched by means of questionnaire, interviewing, contrast analysis, diagrammatic, combin theory with case study method. As the basis of Hebei county industrial clusters research, the theory system was integrated to be the main thread of theory for research. In addition, the forming mechanism, status and characteristics as well as the potential problems were researched into hereby for putting forward the suggestions of industrial clusters upgrading. Concretely, Suning county as the case, its fur industrial clusters was analyzed and the upgrading scheme was proposed. Accordingly, based on the Analytic Network Process measure, the evaluation system of county industrial clusters was constructed to benefit the practice and development.The main innovation points as follows:Firstly, the three dimensions concept of county industrial clusters provided with dynamic and systematic characteristic. As a social danamic system, county industrial clusters consists of subject, object and time dimension, and with the support of object, the subject promotes the development and upgrading of industrial clusters.Secondly, The connotation of stakeholder's relationship was developed by emphasizing the important role of farmers in county industrial clusters. Moreover, the Industrial Clusters Identifying System was constructed to be of advantage to the cooperation and beneficial competition between the stakeholders.Thirdly, the evaluation system of county industrial clusters, including five dimensions and 22 indicators, was constructed. Making use of the characteristic of considering the inter-relational effect of each dimension and indicator, the Analytic Network Process method was employed to set up the weight of each indicator. Then, combined with the development strategy of industrial clusters, the evaluation results was utilized to instruct the future development and upgrading of county industrial clusters.
