In view the phenomenon of the present stage of our country house price is on the high side, to improve citizens housing conditions and promote the continuous, healthy and stable development of the real estate industry, controlling the rapid increase of the housing price is particularly important. To adjust and control the price of commercial housing, the key is to reduce housing development costs.We firstly summary and analysis situation of the real estate field at home and abroad in this paper ,which were reviewed in this paper. The theory is put forward about the research content and research methods, and then we proposes the cost control theory and real estate basic theory of basic theories as articles. The third chapter is aiming at the characteristics of real estate development project, from the developers angle,to the development of the project cost control which are analyzed, and the real estate development project cost factors and the research of the cost control of key link is analysised, and thus puts forward a set of targeted real estate development project cost control method. The development of real estate project can roughly be divided into investment decision-making stages, prophase stage, planning and design stage, construction stage and sales stage. Investment decision-making stage, we must notice the project pre-feasibility study and accurate investment estimation, Real estate development prophase land cost control phase, in land bidding stage, the land cost must be reasonably predicted, and land bidding necessary strategies should be take. In the design stage, we should mainly master using scientific method to design scheme optimization, complete the design budgetary estimate, design supervision, etc. The bidding stage we should prevent string label, low quoted price of work.Construction stage, wo should complete the organization, technical measures such as control project schedule, quality, cost and reduce the alteration visa, reduce cost.Sales volume through single phase control principle control cost of sales should be used. Through summarizing the experience data, we proposes the project development decisions stages of project cost ,which is the effect decistion, the project's early stages of project cost is the effect of major, project construction phase uncertainty factors is more difficulty in project cost control. Therefore, this paper tries to research developing the effective control of the development project cost and provide effective theory as practical operation references, and play through the control project cost to reduce housing sales price, increase competitiveness in the industry.Finally, based on real estate project YD as the main research object, using the real estate project management and the cost control theory, combined with others in the real estate project management experience and understanding from the real estate project in all phases of the project cost control process and two aspects of real estate project cost control theory were discussed. Based on real estate project cost control of YD example analysis, further of real estate development project cost control method of system are analyzed and verified, strive for real estate enterprises in market competition to obtain advantages provides certain theoretical basis and the specific implementation method.
