Intermediary business of the commercial bank is the inevitable product that social economic and credit relationationship develop to a certain stage, and the the inevitable resuilt that the commercial bank adapt to the the development of the financial market. With the development of financail globalization, various financial products continuously derivate and innovate, which objectively promotes the intermediary business to grow steadily. For possessing the characteristics of low capital occupation, low risk and high comprehensive profit, the intermediary business is developed competively by commercial banks. Increasing contribution of intermediary business to bank profit on the one hand can promote bank's whole profit-yielding, on the other hand can help bank to adjust the income structure and increase the capacity of resisting the risk. The development history experience of advanced commercial bank all over the world shows that the intermediary business development level has become the important symbol to measure the capacity of innovation, service and core competitiveness.The intermediary business of the commercial bank dicussed in this article refers to the one which does not constitute to the on-balance sheet assets and liabilities, and non-interest income, including the service charges or price difference of transaction for the customers as financing, consulting, agent transaction of fund and bond, agent transaction of capital product, agent fee, trusteeship, payment settlement and etc.(from "Interim Provisions of Intermediary Business of Commercial Bank").As the first tier branch of the world's largest bank, Industrial and Commercial Bank of China Shaanxi Branch(hereinafter referred to as "ICBC Shaanxi branch") should greatly develop the intermediary buneseness to realise the adjustment of income structure and fulfill the statragic transition to keep the leading place among the competition. Through near 20 years of development, especially within 5 years after ICBC shareholding reformation in 2005, the intermediary business of ICBC Shaanxi branch has increased rapidly, and gained outstanding achievements.But with the gradually fierce competition, the intermediary business of ICBC Shaanxi Branch goes to the bottleneck stage. This article uses ICBC Shaanxi Branch as the study object, by means of the methods of theoretical analysis and comparative analysis, and focuses on how ICBC Shaanxi Branch seek the continuous developing way to break through the present development bottleneck. Through deeply analysing present situation and key existing problems of intermediary business development of ICBC Shaanxi Branch, combining with the theoretical inspiration of the related intermediary business development, the article puts forward the development idea, stratagy and the measures to preventing the risk for ICBC Shaanxi Branch present intermediary business.For the study object of this article is the state-owned first tier branch, it has notable representiveness. Thus, the development stratagy put forward in this article could be the reference to the further development of ICBC Shaanxi Branch.
