In the modern society, competition among enterprises have turned to the competition for talent, technical persons play an irreplaceable role in the promotion of enterprise development, enhancing competitiveness. Especially with the continuous advance of China's reform and open policy and well as the market economy continues to getting improved and developed.State-owned enterprises which relied on technical support and development are facing a fierce competition from the market economy. To enhance the technological level of enterprises, they must rely on internal staffs' effort, technology development in particular. However, the traditional pay system can no longer meet the requirements of modern enterprise development.In order to retain the core competitiveness of enterprises, a new system must be developed, which can catch up with the pace of the current century. Therefore, continuously promote and improve the salary system of state-owned enterprises is vital to the development of the whole society.This paper is based on the CE mining enterprises, with the large-scale state-owned enterprises reform as background, analysis the current internal and external environment. Through field investigation, we found conflicts between the corporate development and compensation management. On this basis, the paper carried out a detailed analysis of staff composition and the salary system, pointed out several problems of the existing pay system. Combined with enterprise reform and the theory of compensation system, we designed the CE pay system, re-analysis and designed the salary system for the main staff, especially the technical staff. At last, combined with the actual background of CE Enterprise, we proposed some measures to ensure the implementation of new pay system.This paper aims to establish a suitable salary system for the development of technical personnel, on the other hand, offer some reference for state-owned mining enterprises' salary management system.
