With the fast development of our country economy, the transportation is in a great time of quick growth. As one of the transportations, the railroad is facing such threatens from the road, the aviation and the waterway. How to improve the efficiency of the railroad? Of course, the key is the technical personnel. The X track maintenance of railroad bureau is the biggest one in all around the country which always keeps the discipline Respect knowledge, Respect the technical. It pays great attention to training people and the development of the talent. At present the track maintenance have not used a salary system matching the technical but the post skill wage system. Therefore, how to make a salary system which can fits with the special technical personnel according to the practical conditions of the track maintenances and how to attract the talent, detain the talent and encourage the talent has been the necessary problems which should be solved and improved urgently to the railroad bureau. As to the design of the salary system for the technical personnel, it defines its value in this district mainly through the skilled knowledge owned by its staff and the technical level in working. And it not only can help to lead the talent to give attention to the increase of individual skills and improvement of individual capabilities but also push forward that the technical staff can keep the well job performance so as to promote the competitiveness of industry radically.In my thesis, on the background of the X track maintenance of the railroad bureau, firstly I’m going to describe the purpose and the importance of this thesis and the basic researching thought. Secondly I will show you some summaries about the relative theories about the management of salary like the definition, constituent and function of the salary, the theory of encouragement, the concept, text and function of the WB salary. What’s more, I will also describe the double-job developing road to the technical personnel and make a specific introduction of the purpose of the skilled salary and the designed procedure about the plan of technical salary. Thirdly I will summarize systematically the conditions of the human resources in the X track maintenance of the railroad bureau and the conditions of the salary management about the technical personnel. According to the analysis of the present salary management condition about the technical personnel of the X track maintenance of the railroad bureau, I’m going to find all kinds of problems during the practice. And then I will analyse methodically these conditions using interview method and the equation of the straight line fitting. Additionally, I put forward some optimized suggestions about the technical personnel salary management to the X track maintenance of the railroad bureau through these ways like360evaluation method, job analysis method, AHP, a disposable test method and WB salary system.
