After separating generating companies from the integrated power industry, the electrical industry reform in China goes forward gradually, and the volume of electricity traded in the electricity market increases as well. However, ancillary services are still bundled with the electricity in the market, i.e. the mode in the integrated power industry remains unchanged. Ancillary services are arranged as needed and no payment is given to the providers. Generating companies from different investors complain and further reform is needed to satisfy the requirements of electrical industry reform. Recently, the electricity regulatory bodies observed it and published a file, i.e. management code for generating units'ancillary service and operation in the grid. However, there are still many problems and technical difficulties during the implementation in the East China grid.This thesis summarizes domestic and oversea regulatory rules in terms of ancillary services, analyzes the practical experiences during the evolution of ancillary services, calculates the cost of ancillary services such as AGC, ultra-low output, reactive power control, reserve and black start, sets up the quantity model, selects the optimized parameters and indices, and proposes the theory of benchmark compensation. Besides, the thesis suggests a market model for AGC and reserve where the probability and optimization theory is utilized to forecast the AGC capacities. A dynamic model for generating units based on hierarchical analysis is proposed as well. Considering the probability benefit from reserve and the tie line penalization, a heuristic optimization algorithm is proposed to satisfy the need of reserve market and dispatch. Under this algorithm, the social welfare of reserve is maximized. Finally, the thesis anticipates the final results of the management code, provides suggestions for further modification, and set up the indices system for ancillary services. All these efforts would benefit the implementation and improvement of the management code.
