With the development of economy, environment and resource problems are being paid more attention. Nowadays, the phenomenon of environment pollution and resource shortage is becoming more and more serious. The government has to increase the awareness of green environmental protection, thus many countries have taken some measures to protect the environment and save resources, which contribute to the generation of green supply chain. Green supply chain management is the main reflecting of green supply chain, the implementation of the green supply chain management directly deciding the fate of the enterprise and national sustainable development in the future. At present, a technology which named “straw power generation technology” that can save resources and protect environment has been developed. Straw power generation technology has effectively solve the current situation of energy shortage in our country, especially under the background of green supply chain, straw power generation technology has become a new sustainable development way of energy. The essence of the straw power generation technology is that it converted the straw resources into electrical energy, therefore, the straw supply problem will be a key of the research. The effective supply of straw should ensure the effective choice of straw suppliers, in the whole green supply chain, straw suppliers are the key, they determined the success or failure of straw power generation project. So in order to achieve the purpose of straw power generation, we should firstly start from the key part and then choose the right straw supplier.Based on straw power generation enterprises, this paper studied the straw supplier evaluation method under the green supply chain, specific research contents are as follows: the paper firstly introduced the research background and significance, then it analyzed the present conditions of the resources and environment, from which we can find that the implementation of green supply chain management is imminent, for the next, it analyzed the status quo in domestic and abroad from the angle of green supply chain management, straw power generation project and supplier selection evaluation, on which basis the research idea of this paper is proposed. It established 5 level evaluation index and 16 secondary comprehensive evaluation index, and then it used the analytic hierarchy process and improved entropy method to determine the evaluation index weight, case results show that the proposed method of weight determined is feasible. Finally it used the thought of osculating value to establish the supplier evaluation model, it improved the traditional osculating value method by introducing the index weight, which made the evaluation results more objective. Example analysis show that the most appropriate vendor straw is supplier S4, and it consistent with what the most index of suppliers S4 are better than that of other suppliers, and the sort result of osculating value show that the improved osculating value method is an effective supplier evaluation method.
