"Industrial clusters" was put forward at the end of last century. With the development of the times, it has gradually evolved into a key feature of the competitive industry. Many scholars in the world have focused their attention on the research on the development of the new industrial organization. Comprehensive domestic and foreign research theory shows that as a kind of economic organization which is widely used in the developed areas, the industrial cluster can bring huge competitive advantage and strong power to the development of regional economy.The energy problem has great influence on the political security, social stability and economic development of the world. In recent years, excessive energy consumption also makes China’s energy security situation grim and brings serious supply pressure. In the case of the growing environmental problems, the third energy revolution has become the consensus of all parties. In this context, all countries in the world have increased investment in the construction of smart grid as a major breakthrough in the energy revolution. China is no exception, the smart grid industry is becoming an important part of the national economy.It can be seen from synthesizing the development situation at home and abroad that as an important part of the smart grid industry, smart grid equipment industry is facing a good opportunity and a huge market space. Construct the smart grid equipment industry cluster, carry on the cluster development of intelligent power grid equipment industry, forms the mutual connection, complementary advantages and coordinated development model of the main bodies in the smart grid field, maximize the integration of resources, make up for weaknesses and promote the upgrade of regional industrial structure.After many years of construction and development, the smart grid equipment industry of Ji’nan high tech Zone has formed a complete industrial system.131 companies are scattered in various sub sectors of the industrial chain, and they have the size advantage especially in the change and distribution industries of smart grid, so they are grouped into the focus industry cluster by the Ministry of science and technology.The problem that can not be ignored is that the smart grid equipment industry of Ji’nan high tech Zone is also facing a lot of problems, and especially in the increasingly fierce competition in the external environment, the challenge and opportunity coexist. How Ji’nan hi-tech Zone develops and improves the intelligent power grid equipment industry cluster and creates the industry cluster advantages in the area is the problem that the regional government, cluster enterprises, parks, research and development units and intermediary organizations must think and concern at present.This article carries on the elaboration of the definition of industrial clusters mainly from the perspective of theory and sorts out the theoretical results of domestic and foreign research with the scientific and standardized analysis method. This article clarifies the development status of the industry cluster of the intelligent power grid equipment in Ji’nan high tech Zone specifically from the core enterprise, leading products, industry scale, competitiveness and other aspects with the field investigation method. At the same time, the advantages and shortages of the local area smart grid equipment industry cluster are analyzed by SWOT analysis method. In order to make the choice of the industry cluster development strategy of the smart grid equipment of Ji’nan high tech Zone more scientific and feasible, this paper then carries on the quantitative analysis of the four subsystems and elements with AHP analysis method in the previous chapters. Finally according to the analysis, we find that the insufficient innovation support, the weak agglomeration effect, the lack of uniform industry standards and other factors are important factors affecting the rapid development of high tech Zone. In combination with other internal and external environment of the development of the industrial cluster, this paper puts forward countermeasures and suggestions on promoting the development of intelligent power grid equipment industry cluster in Ji’nan high tech Zone from seven aspects, such as innovation, alliance lead, standardization, capital, talent, focusing on high-end and system innovation.
