The Choice Of China's Petroleum Security Strategy In The Period Of High Oil Prices

With the new situation of the accelerating process of economic globalization, China's economy keeps healthy and rapid development, facing to the growing resources'requirements and complex international environment, how to create new patterns during the energy diplomacy is a challenging difficult task. China petroleum and strategic issues is a important point related to achieve the modernization and build the prosperous society, creating a effective system of foreign oil strategy affects China's economy, political stability and national security. Meanwhile ,in view of sustainable development of China's economy and its status in the world economic structure, China's participation and influence to the world oil market will greatly improved from now on, therefore ,investigating the choice of China's foreign oil strategy is of great significance.This paper is the premise of theory with practice, value practical importance and operability, analysis global oil's store, production and consumption, at this base, emphatically analyze China's oil security's four problems, that is security of oil supply, security of oil requirement, security of oil price and security of oil transportation.This paper starts from the four security problems and analyzes five regions: the Middle East, central Asia, Africa, Russia, the United States that has the largest effect on oil, namely: 1. The specific issues in the Middle East China keeps justice and deepen the Chinese position for the Middle East's political and economic affairs, forming the participation of relatively stable cooperation relationship in China - the Middle East. 2. Central Asia in Eurasian heartland of strategic position, oil and gas resources are rich, our country should effort to promote the regional peace, stability and development. 3. African petroleum resources from diversified sources of China's energy strategy have very important sense. It will become the future China strategic oil of important step 4. China entered the world oil market should make the Russia as our long-term cooperative oil partner 5. China and the United States on oil problems should be mainly cooperation and reduce misunderstanding and friction, forming a win-win situation.This paper analyze the world and China oil and then propose oil store ,income and reduce expenditure ,change the resource structure three measures to plan China's oil strategy in the short/middle/long term ,this strategy not only can guarantee China's economic stable development a political stability ,but also lay a strong foundation for China's sustained development.
