Study On China's Energy Security Strategy

Energy shortage has turned into the significant root of competition and conflicts between countries in the 21st century. Due to the growing environmental consciousness against carbon dioxide emissions, fossil oil, as the NO.1 leading clean energy, still accounts for the biggest global consumption proportion among all kinds of energy at present which was around 40% of all energy consumption over the past decade. Meanwhile, world energy, especially fossil oil, becomes the focus of different political powers due to its special strategic value. Therefore, petroleum geopolitics is deeply concealed behind the regional wars and conflicts.Recently, China must keep on economic development quickly and continually in order to realize rejuvenation of the Great Chinese Nation and achieve national rising during the important period of strategic challenge in 21st century. One of the essential conditions for high-speed national economic growth is the enormously growing energy demand. In 2007, China's energy consumption ranked the 2nd place in the world, and the consumption quantity of standard coal was 2.65 billion tons. The consumption quantity of petroleum occupied 6.5% of world's total consumption, which made china at the first time take Japan's 2nd place and ranked right after US. In addition, our dependent rate of oil import was about 46.05% now.The Problem of China's energy safety, not only become a big concern of economic and state security, but also has impact on a series of tough international environmental factors. Therefore, national energy security has great strategic significance. It will be a long-term and arduous strategic task for us to achieve sustainable development of national economy and society: the domestic and foreign environment, which has an influence on the above issue, must be fully aware. Positive measures must be actively adopted. National energy security system must be established.With the focus on national energy in China, particularly fossil oil, from the perspective of our country's energy status, this paper analyzed challenges confronted by China's energy safety studied on measures to ensure the energy supply effectiveness and continuity in order to achieve comprehensive and balanced development on ternary system of economy growth, energy utility and environment protection; provided corresponding energy security strategies at the end.
