Research On The Development Of Foreign Trade Of Jilin Province:Its Current Situation And Prospect

In today's world, the development of Economic Globalization and Regional Economic Integration becomes more and more deeply, so no country can exist isolated. The development of foreign trade promotes the linkage of local market and world market, at the same time it also plays an important role in promoting the economic development. Since the reform and opening-up in China, coastal economic zone has achieved rapid development under the guidance of the opening-up policy. In the 21st century, with China's accession into WTO, foreign trade system and international laws and regulations are translated into the establishment of standard, which to some extent, promoted the development of foreign trade of Jilin province. In 2003, the government adopted the policy of revitalization of old industrial bases in Northeast China. It played an important role in the adjustment and development of industrial economy, at the same time, the foreign trade has achieved rapid development. On August 30,2009, the State Council officially approved the establishment of ChangJiTu as a development and opening-up pilot area. It's the only pilot of the border region. The establishment and construction of this pilot will serve as a model of opening-up. According to the current international and domestic environment for the new trends, it's of great significance of researching and analyzing the foreign trade of Jilin province deeply, finding the deficiencies and exploring the countermeasures actively. It's also for better expansion of foreign economic development and sustainable stability of Jilin province.The article contains two parts in general: the preface and the main body. The background and reasons of article, the review of relative literatures, the main shortage and innovation are introduced in the preface. The main body consists of five parts. The first part describes the theory of international trade. Take 1970s as the dividing line, it contains the traditional trade theory and modern trade theory. In the second part, the specific description and analysis of foreign trade of Jilin Province from 2000 to 2010 are made based on the information collected through surveys. Among them, the description mainly unfolded from four aspects, namely, changes in the size of the import and export trade, the composition of product mix changes, the way of foreign trade and the distribution of the trade partners. In the third part, the characteristics of foreign trade of Jilin Province are summarized based on the current situation. That is, since 2005,the trade structure shows a tendency of optimization. It's reflected in the declining share of primary products and the rise of labor-intensive products. Showing that the development of foreign trade of Jilin Province is playing to their comparative advantage in the continuous process. But there still exists the problems performing in the small proportion on the export of high-tech products and electromechanically products, however mainly imported capital and technology-intensive products. Also, the opening awareness is not strong, the capacity of independent innovation is still weak and other issues. In the fourth part, the analysis of internal and external environment presented from its own favorable conditions, encourage and support national policies and current international economic and political environment. It's pointed to make full use of its abundant natural resources, increase processing of agricultural products and develop livestock industries, while take the advantage of the construction of ChangJiTu pilot areas, expand opening-up efforts so as to promote development of foreign trade. In addition, the world economic develop will become slow in the future caused by the subprime mortgage crisis. And the recent tension in the Korean Peninsula situation will also be the negative factors. In the fifth part, several suggestions are made for the foreign trade of Jilin Province, including that it should accelerate the optimization of its trade structure, make full use of comparative advantages, while increase efforts to attract foreign investment, continue to implement a wide range of development strategy. In addition, from the enterprise point of view, it should enhance the sense of opening-up, enhance independent innovation capability, and actively participate in the setting up of innovation system. From the government point of view, it should provide a good policy environment, accelerate the transformation functions, highlight its services. At the same time, it should actively mobilize the market as the"invisible hand"of regulation to better optimize the allocation of resources and activate the market economy system and operating mechanism. Then, it can make all the enterprises develop together in the competition and cooperation environment. The economic development will be better and faster by the progress of foreign trade of Jilin Province.
