The Study On Rural Information Of Nongan County

Rural area is vast in Nongan County as well as agricultural population. And the agricultural out put is in the large proportion of Nongans regional GDP. Regional economic development and agricultural modernization is the lowest compared with the other three cities in Changchun although agriculture is the major grain-producing parties in Nongan County, which restricts the integration of urban and rural areas of Changchun City.This paper makes a depth study of agricultural economic development in rural County, and discusses the characteristics and main problems of agricultural economic development in rural County by combining theoretical and empirical methods. Agricultural economy is the main part in rural economy of Nongan.When it comes to county economy, Agricultural development and expansion is the key factor which lies in developing the county rural economy because of rural economic development problems in the process being closely related with information construction in rural areas. The development of rural information is a necessary stage of the rural economy; therefore, the information construction in rural areas is particularly important in the process of agricultural development of Nongan County economy.Through making researches in rural area of Nongan and analyzing a lot of data, this paper concludes that Nongan County also has poor infrastructure of information technology, shortage human capital and narrow media channels compared with the size of economy the county should have got and the similar indicators of JiLin province. At the same time, the overall level of information technology in the county is at a lower stage although Construction of rural information in Nongan has got good results between Year 2005 and Year 2009.The agricultural information construction in rural County faces two major problems at the present:Slow pace of information technology as a whole, which is difficult to play economic utility; The imbalance development of the information and economic gap between the village domain. This paper also discusses the underlying causes of Nongan rural informational issues based on a series of analysis above. And put forward four practical suggestions for the cause in accordance with the facts as well as according to local conditions. First, it should improve farmers'enthusiasm and speed up the information technology demonstration projects of the Village. Second, it should make strengthen of the unified management plan and break the bottleneck of information integration. Third, it should build up continuity of operations in rural long-term mechanism of information. Finally, it should make balance of the information and commodity circulation system docking and coordinate economic development in the village fields.Writing this paper in order to make suggestions which may lead to reasonable construction of rural information in Nongan County, and get practical guidance to promote the county rural economic development, boost the county economy and accelerate the pace of the development of small towns in Changchun City. It also can get integration between the rural and urban as well as strength the competitiveness of food industry. At some conditions, it also helps reduce the gap between the development level of commodity grain basement and the agricultural development in the world.
