Cluster is an important phenomenon of the world's economic development which cannot be ignored. The industrial cluster theory basing on competitive advantage and improving industry and regional application, is used in the tourism industry, which will play a particularly important role in improving the competitiveness of regional and promoting tourism economic development. In difference of traditional manufacturing and high-tech industry, the tourism industry has its own characteristics:the transport costs is not a necessary condition for the formation of industrial clusters, the tourism industry is not obvious on the vertical division, labor share in promoting the industry cluster is low, tourism products have a low requirements for innovative and so on.By comparing the representative approaches of the industrial clusters, the diamond model and the GEM model, derived GEM model is more suitable for the tourism industry cluster, and has strong diagnostic value on the industrial competitiveness of the cluster region. Because, the GEM model can reflect the external market better, pay more attention on the customer needs and the role of government, and take into account the complementary roles of the various factors. Especially it is a kind of quantitative analysis. Although lacking of the evaluation of internal and external innovation of the cluster, the requirements for innovation of the tourism industry is not as strong as other industries.As noted earlier, the tourism industry cluster has its own characteristics, so the paper reforms the GEM model, pulls in the weight factors and the overall level of correction factor to make it more suitable for tourism industry cluster. And make Beijing city as an example, making the competitiveness analysis of GEM model on the tourism industry. Then to get the scores of various factors, factor pairs, and overall score. According to the scores, point the advantages and disadvantages of Beijing tourism cluster. And proposed to enhance the improved path, mainly from government regulation and the collaboration and upgrading of companies.
