Technology innovation and technological progress are the fundamental factors of a enterprise to improve competitiveness and keep sustainable development.The mainstay of scientific research personnel is the technological innovation and technological progress of an enterprise. How to manage its performance, distinguishes its work ability, motivate the potential use their wits, improve the work performance is a problem that many private enterprise management concerns of.This article is in this context, combining the private enterprise in China, with the actual operation of the performance evaluation system of 360 degrees as the theory basis, designed a set of scientific research personnel for the performance management and evaluation system, and by using the quantitative indexes and combining qualitative indexes, strive to realize multiple angle comprehensive evaluation of scientific research personnel, promote the ability of scientific research personnel development, potential development and the performance of ascension, and constantly improve the level of enterprise management. The paper emphatically resolve the four key questions:private enterprise scientific research personnel performance evaluation basic situation analysis, evaluation index system, the establishment of evaluation methods determination, the evaluation results of communication with appeal. In addition, for why choose 360-degree performance evaluation system, examination cycle determination, the impact of the selection and training, assessment documents and form design problems, this article also made the corresponding discuss.This article is divided into six chapters:the first chapter preface part describes this paper to choose a background, significance, introduces the basic framework of this paper and paper innovations. The second chapter related literature summarizes briefly the performance evaluation related theory and 360-degree performance evaluation system and the current assessing system of distinction. The third chapter private enterprise performance evaluation analysis of the status of Knowledge-type employees in scientific research personnel to the private enterprise performance evaluation basic situation, the existence question and evaluation of the purpose and significance of the detailed elaboration. The fourth chapter performance evaluation index system is established in determining the establishment of index system principle and the evaluation index, and designed a series of performance evaluation files. The fifth chapter private enterprise performance evaluation of Knowledge-type employees safeguard expounded performance evaluation results of application, communication and complaints. Chapter 6 draw this thesis conclusions and the defect existing in this paper are expounded.
