In the era of knowledge economy, a country or a nation's competitive advantages are mainly embodied in their innovation capabilities. In China, the "independent innovation", "building an innovation-oriented country" has been referred to the strategic height of the country's economic and social development. Innovation,knowledge and other characteristics of knowledge enterprises make it become the main vanguard of a national innovation. Therefore, China has begun to attach importance to knowledge enterprise management study. Research and practice have proven that performance evaluation is an important means to improve the business performance, there has been a lot of literature with respect to the traditional corporate performance evaluation,such as monographs and periodicals, but compared to the present, people's research on knowledge enterprises are more concentrated in the concept,characteristics and type of the knowledge enterprises, there are very few studies on performance evaluation of the knowledge enterprises, particularly in the non-financial aspects of performance evaluation, the paper aims to study and design a non-financial performance evaluation system which is suitable for knowledge enterprises, as a tool to measure,improve the knowledge enterprise performance and examine the health status of development.Firstly, this paper introduces research background, the significance, content and idea, research method.Secondly, this paper studies and discusses the object of the study - knowledge enterprises. Based on the summarization of knowledge enterprises at home and abroad,this paper defines the definition of knowledge enterprises, compared with traditional enterprises,explores the characteristics and types of knowledge enterprises.Thirdly, learning from related performance evaluation theory, the paper designs a non-financial performance evaluation system for knowledge enterprises step-by-step. This paper, at knowledge enterprise managers'(team executives) perspective, discusses the purpose, meaning and effectness of the non-financial performance evaluation to knowledge enterprises, compares and analyses two famours performance mearurement systems, in conjunction with the characteristics of knowledge enterprises, identifys the non-financial performance appraisal content for knowledge enterprises. Combining with performance management practices and related cases which the author participated in enterprise, the paper verifies the feasibility and practicability of the study above, designs the knowledge enterprises non-financial indicators of evaluation system and the composition, duties and problems of the performance evaluator.
