In recent years, China's logistics industry has developed fast and it is specially listed in ten major industry revitalizing plans. But its overall quality level is backward relatively, especially has large distance to compare with western countries. Presently, the national logistics centre programming is in the primary stage,so we need to research deeply.The Bonded Logistics Center is an important type of logistics center. The bonded inner operation depends on the reasonable centre programming.And more, cargoes prediction and the layout in function area is the core problem of programming. So making use of scientific and reasonable method to predict cargoes and optimize the planning in function area becomes the basis of logistics center.This paper is on the base of the concept of Bonded Logistics Center and the analysis of function and business model, using the gray prediction to analyze the freight volume of Bonded Logistics Center, thus to calculate land size of Bonded Logistics Center. This paper uses Genetic algorithms combining with SLP method to create a optimized model to solve layout problem.Finally it put the optimized model in Huoerguosi Bonded Logistics Center. After that, it uses matlab for simulating. Thus it reaches the conclusion for the optimized plan of function area of Huoerguosi Bonded Logistics Center.
