With the incorporation of international market and the globalization of economic competition, energy consumption and environmental pollution have become more and more serious. Transportation companies confront new challenges. Port is an important part of the transportation industry. QINHUANGDAO port is the biggest port of coal output and main node of transportation for coal from the north to the south. serious.As the major industry in energy consumption, QINHUANGDAO port has huge space and potential. At Present, the evaluation of port's, energy saving and emission reduction is only based on the result of the energy consumption Per GDP and total emissions of major pollutants. But, there hasn't yet been setted up a perfect evaluation system for energy conservation and emission reduction now. So, how to evaluate energy conservation and emission reduction performance in the way comprehensive, objective, is urgent for ports to develop full-bearing service and modern logistics service and therefore, leaves QINHUANGDAO port an important task to deal with.This paper discusses the theoretical basis of energy conservation and emission reduction in port, discusses the energy saving and emission reduction in port. This paper summarizes the present situation of domestic QINHUANGDAO port, and the problem existing in the QINHUANGDAO port nowadays. Comprehensive theoretical and status of the study, deeply analyzes the influence factors of energy conservation and emission reduction in QINHUANGDAO port, they divided into structural, managerial and technical factors. According to the comprehensive of Chinese government to energy conservation and emission reduction in guiding ideology, follow the scientific, systematic and operability principles, energy conservation and emission reduction evaluation index system was established. After using analytic hierarchy process and fuzzy comprehensive evaluation method and construct a hierarchical fuzzy comprehensive evaluation model and evaluation index system to evaluate port.To validate the reasonable and scientific analysis, we research the QINHUANGDAO port. From the final results of evaluation,we find the evaluation index system and evaluation model is reasonable and scientific. Through the evaluation, we find the shortage of QINHUANGDAO port, and we make some suggestions to QINHUANGDAO port in the energy conservation and emission reduction.
