With the rapid development of China’s road transport, the energy saving and emissionreduction in road transport has become a problem of common concern in the era oflow-carbon economy and new traffic of traffic industry. The Ministry of Transport putforward that during "The12th Five-Year Plan" period, road transport has to vigorouslypromote energy conservation work continue to carry out from the three aspects ofstructural, technical and managerial. The structural energy saving and emissionreduction has become an important direction of energy saving following the technologyenergy conservation, management of energy conservation and policy advocacy.On the basis of comprehensive analysis of the domestic and foreign research, thepaper sketches out the content of structural energy saving and emission reduction of theroad traffic transportation. Starting from the three aspects of road infrastructurestructure-road transport structure and energy consumption structure, with energyconservation and emission reduction as the goal, the paper summarizes the problems atpresent in our country, analyzes the research content, as well as proposes macroscopicoptimization direction for China’s road traffic infrastructure structure and transportationstructure from the macro perspective, tries to put forward the road traffic energyconsumption structure optimization proposals.According to the optimization directions of structural energy saving of the roadtransports, this paper selects one of optimization directions-transportation capacitystructure optimization to be the further studying object. With "economic, environmentalprotection, energy saving, high efficiency" as the goal, the paper sets up a optimizationmodel of energy conservation and environmental protection of road traffictransportation capacity structure, and takes Chongqing as the example, carries on theoptimization to the urban passenger traffic model structure. Through the utilization ofexample, the method of this paper is confirmed to be viably and reasonably.Through the above theoretic analysis and related discussion, the evaluation of thestructural energy saving and emission reduction of road traffic transportation isresearched. Starting from the analysis of three respects: the road infrastructure, transportstructure and energy consumption structure, establishes the evaluation index system ofroad traffic transportation’s structural energy saving and emission reduction. According to the characteristics of the index system, introduces the evaluation model based on cloudindex chain method. Through the examples calculation of the evaluation model, as wellas analyzes with optimization model of the traffic transportation capacity structure, theevaluation model is validated to be scientifically and effectively.
