Knowledge management(KM) has been concerned for its possible role in creating sustained competitive advantages for enterprise. So many enterprises began to introduce extensive knowledge management projects, but it is very difficult to quantify the results of knowledge management projects. Many scholars point out that the level of knowledge management capability(KMC) can explain the success or failure of knowledge management projects. In order to formulate the next objective the enterprise has to understand the current status of knowledge management correctly. The enterprise can improve knowledge management effective only through finding the defects and shortcoming of it. Therefore, the research of KMC of enterprise has very important significance.This paper put forward the assessment and improving method of KMC of enterprise based on the in-depth analysis of KM and KMC.(1) The assessment method of KMC. Because of the properties of KMC are mostly qualitative properties, the attribute levels in existing evaluation methods are mostly expressed by numbers or vague language. And the experts tend to use language rather than specific numerical to express their opinions, so we use vague language to define the levels of each attribute. In the existing assessment methods which express the level of attributes using vague linguistic, most computational methods are based on the Extension Principle, the results usually do not exactly match any of the initial linguistic terms, and then an approximation process must be developed to express the result in the initial expression domain. This produces the consequent loss of information and hence the lack of precision. To the best of our knowledge, the first method without losing of information is the evaluation method based on the translational 2-tuple fuzzy linguistic representation model. However, the method only can deal with linguistic model, in which information have to be symmetrically distributed around a medium label and have "equal distance" between them. In fact, most of the linguistic information can not satisfy this requirement. The fuzzy linguistic representation model based on proportional 2-tuple can make up this defect, so we present an evaluating method of KMC based on a proportional 2-tuple fuzzy linguistic representation model, and illustrate the feasibility of the proposed method by empirical study.(2) The promotion measure of KMC. The research about how to improve the KMC is rare, and people always has a misunderstanding:the improving of information technology is equal to the improving of KMC. Many literatures suggest that enterprise culture is the decisive factor of KMC. Therefore, this study try to enhance the KMC of enterprise based on corporate culture.Many literatures also can suggest that the influence of culture of KMC mainly reflect in the impact of knowledge sharing, and knowledge sharing is the key to knowledge management. So the research of incentive mechanism for knowledge-sharing is necessary. This paper analyzes the impact of culture on knowledge sharing, and propose the measure for making knowledge sharing culture, we hope to improve the KMC of enterprise by this.
