Recently, with rapid economic and social development of cities, urban residents have a growing demand for taxis, after a period of rapid development, taxi industry of many cities have some problems with different degrees. On the one hand, the scale of taxi capacity is too small to meet the needs of taxi passengers in some cities. It's so difficult for passengers to take a taxi in rush hour, and even more difficult to take the taxi in normal times. On the other hand, the taxi capacity is too large in some cities, which resulting in waste of resources, the taxi market may show a situation:supply exceeding demand, no-load rate also greatly improved, and thus profits of taxi operators will be low, severe cases even leads to urban transport congestion increased, road traffic resources wasted, pollution increased and other issues. So developing a reasonable scale transport capacity is the key to solving these problems, and the foundation of ensuring the taxi industry healthy and orderly development.So far, the domestic and foreign scholars have achieved certain results on research of taxi capacity scale, but there are still shortcomings. This paper will make a thorough study for the optimization model of taxi transport capacity scale, and in order to provide theoretical basis for the development of urban taxi scale.First of all, it will make a system analyzes for the factors that influence taxi capacity scale from both external and internal markets in this paper, and use an efficacy coefficient method based on multi-objective programming principle to evaluate the scale of urban taxi capacity, so as to prepare for the optimization of the taxi scale capacity.Secondly, this paper draws on existing domestic and foreign research results, and establishes a multi-objective programming model (which minimizes the passenger waiting time and empty taxi travel time); on this basis, it also fully takes into account the interaction between the taxi supply and demand, improves the multi-objective programming model and dynamic capacity planning model is established.Thirdly, in order to test the effectiveness of the model, this paper takes the status of the Dalian taxi industry as a case, and after calculates and analysis, it gets the following conclusions:the total amount of the existing taxi in Dalian is less than the optimal transport capacity scale. This is consistent with the results, indicating that the dynamic capacity planning model is reasonable and effective. This paper makes a reasonable prediction for the number of taxi in Dalian in the future, which provides a reliable basis for taxi scale of transport capacity optimization.Finally, this paper proposes relevant policies and proposals for developing of optimal taxi capacity scale, which strengthens operation efficiency from all aspects of the taxi market, and promotes the development of the taxi industry.
