In recent years, the domestic taxi industry develops rapidly and almost covers all cities and developed urban and rural, which means the taxi has become the important transport mode for people traveling. After the super ministry reform in 2008, transport department has introduced a number of rules and regulations according with taxi policies, standards and other different aspects, so that the supervision on the taxi industry is strengthened, the public satisfaction with taxi transport production is improved and the whole industry is developed steadily. However, there still are some outstanding problems due to the inconsistent development ideas in the taxi development history and unclear policy measures, which restricts the steady development of the entire industry. Among them are the taxi operating mode and the transport capacity scale of the industry. Therefore, it is quite necessary to analyze the taxi operation management mode and transport capacity scale, and to explore the development regulation and direction in order to clear the suitable management ideas.Firstly, the traffic characteristics of urban taxi are described and the taxi function in urban transport system is analyzed, all of which point out the future development direction. Furthermore, based on all kinds of unreasonable phenomenon in taxi industry, the deep reasons hindering the taxi transport development are fixed.Secondly, the selection of operation mode does not only relate to the development direction of the taxi industry, affect the taxi service quality and the governmental management efficiency, but also involves the vital interests between companies and the drivers. Hence, several kinds of existing taxi operation modes in China are discussed. Moreover, the advantage and disadvantage of each taxi operation mode are compared and the reasonable evaluation indexes are selected, which are the management level requirement, property right relationship, the individual taxi cost, dealing with accidents capacity and the passenger satisfaction. In addition, each mode's virtues or defect degree evaluation model is established for certain urban environment adaptability, which could provide a theoretical basis for the selection of urban taxi department mode.Thirdly, high population density, limited road resource and weak environmental bearing force are the existing national situation in China. The quality of taxi transport capacity scale must be controlled by the transport management department. Therefore, the comprehensive factors affecting transport capacity scale are studied and the key factor is found out. Then the impacting mechanism of the key factor is proposed and, with the basis of the analysis of the advantages and shortcomings of different prediction methods, the taxi transport capacity scale prediction model is constructed with BP neural network theory combing the factor analysis method.Finally, taking Lanzhou City as the research object, the appropriate number of factors is determined considering that the factors are quantifiable and the data is easily collected. After collecting the data from the relevant departments, the factor analysis method is used to count the factors with high relevance and a few non-correlation factors are regenerated. Regarding these new factors as an input to BP Neural, the network is trained and its property is tested. Additionally, the reasonable taxi transport capacity scale in Lanzhou is predicted during the planning period with the above model.
