Defense Industry, "The Civil Technology Applying In Military" Strategy Of Implementation

The civil technology applying in military, refers to transferring of the relatively mature high-tech civilian achievements, which can be applied on weapons'research and production through the adaptation. It is the implementation means of military and civilian integration.This study analyses the implementation problems of the civil technology applying in military, and brings forward some countermeasures. Through a large number of daily visits to the work of research, the implementation problems are summarizes as follows: Firstly, the absence of government functions. Government departments do not set the specialized management agencies and the military work plans. the high-level military coordination organization and government organization implementing management is lacked. Meanwhile, there is not clear lead department of co-ordination. Overall planning and the necessary financial support and implementation way for the civil technology applying in military is lacked. Secondly, the matching system is not perfect. Part of the legal system has lagged behind, limiting non-state enterprises involved in any military research and production. Competition, evaluation, motivation, and supervision mechanism is not perfect. Participation in civilian high-tech defense technology research and production system of protection of intellectual property is not. Thirdly, the military industrial enterprises and private enterprises of China in military thinking and technology understanding, there are some deviations. Fourthly, the role of science and technology intermediary service institutions exists some problems and shortcomings. There is communication and the intermediary service problems. military and civilian sides did not exchange information platforms and channels. The intermediary role in the functions and services has not used fully. Aiming at the above question findings, This study proposes the solution:Firstly, setting up special programs for military people skills, the Government built into platform. Secondly, establishing and improving the matching mechanism to ensure a smooth channel for technology transfer. Thirdly, strengthen the military units of market awareness, break the monopoly to competition as a means to achieve the survival of the fittest. Fourthly, strengthen science and technology intermediary services, enhancing military and civilian communication and technological achievements.
