Fuzzy Comprehensive Evaluation On Largeand Mediumenterprises Technological Invovation Capability

To increase the capability of independent innovation, and to build an innovation-oriented country, Enterprises'independent innovation has become a hotspot. State-owned industrial enterprises are national leading forces in scientific and technological progress, they owned nearly half resources of our country and are undertaking a historic task to improve technological innovation and enterprises'competition. If enterprises simply rely on technology imports, it would be technology dependent, and then difficult to improve the capability of competition. Therefore, enterprises should enhance abilities in technological innovation to cope with international competition. Based on the theory of comprehensive innovation and characters of stated-owned large and medium industrial enterprises, We firstly survey predecessors'investigation, set up an evaluation system for state-owned industrial enterprises, and then we apprise this evaluation system by fuzzy comprehensive evaluation method. Based on an oil field manager's interview and technology innovation ability data, We analyse the evaluation system's feasibility, and try to find out key index which affect our state-owned enterprise's technology innovation ability. Besides, We try to give an advice to improve our enterprise's technology innovation ability. The development and innovation of my work on enterprise's technology innovation ability is:Firstly, we define a connotation of creative ability and set up an evaluation system for large and medium state-owned enterprises. Secondly, we use fuzzy comprehensive evaluation method to analyse enterprise's technology innovation ability for the first time. My work practise effectly and will provide a model for enterprises to evaluate their creative ability. This paper has six parts, the first part introduces research background, its practical value, the maincontents and methods; The second part describe theory of comprehensive innovation, and explained the relationship between technical capacity structure and evaluation system of technological innovation ability.My work focuses on the third, fourth and the fifth part. The third part based on the evaluation principle, Construct large and medium-sized industrial enterprises'technological innovation ability evaluation system with these enterprises'characters, and then form a fuzzy comprehensive evaluation model. The fourth part take an oil field for example to verify the validity of the evaluation model, most important of which is to guide enterprise to identify the problems in technological innovation and then propose Corresponding countermeasures. The fifth part propose suggestions to improve the technological innovation capabilities for state-owned large and medium industrial enterprises according to the results of last chapter. As the last section, sixth part summarize all the work and innovation aspects, put forward to solve exsit problems in the future.
