As China from a planned economy to market economy and the evolution of industrial structure, employment patterns have changed, gradually from a unit of employment in the formal way of employment-based transfer to part-time employment, temporary jobs flexible employment as the main form of flexible employment. But China's current pension system is designed for regular employment, a large number of flexible employment are excluded from the social pension insurance system. This not only led to their risk of future old age increased, but also is not conducive to social harmony. Therefore, we must reform and improve the existing social pension insurance system, let flexible employment join into the social insurance system.This paper researched on pension insurance of flexible employment in Guangzhou. We make a questionnaire to investigate flexible employment conditions to participate in social pension insurance in Guangzhou City, based on questionnaire data, we researched the flexible employees in Guangzhou who participate in social pension insurance status, difficulties, influencing factors and the social impact of pension insurance, and gave some Policy recommendations.This survey data shows that flexible employment of Guangzhou whose income level and cultural level is generally low, whose mainly under the age of 35 years, and majority of who are non-residence of Guangzhou City. Their pension insurance rate is low, and the insured age structure is too large. According to the survey data the paper researched the impact of the factors about employed insurance by chi-square test, the results are the educational level, income level, the nature of their enterprises in Guangzhou years of experience and level of understanding of pension participation of flexible employment have different effect on insured situation of flexible employment. At the same time, we studied pension insurance system of foreign flexible employment, and there have some important revelation about Guangzhou to establish and improve the pension system:we must integrate flexible employees into the pension insurance system; should not take a single model to built flexible employment pension insurance model, different models should complement each other; in the implementation of flexible employment pension insurance, should take a combination of incentives and enforcement measures; while maintaining the balance of payments of social security pension.Finally, the paper proposes some complete policy recommendations of pension system about flexible employment in Guangzhou. That payment should be divided by a reasonable level and to increase government subsidies to deal with the problems of big burden pay of flexible employment; through flexible payment and develop in line with the characteristics of flexible employment registration, transfer and payment services continue to improve the management system; For flexible employment of non-urban residence in Guangzhou should choose an accumulated,defined contribution and flexible pension-type financing model; by optimizing services and step up publicity to promote flexible employment insured.
