In 1980s, the flexible employment formed gradually and develops in our country. As one kind of emerging employment form, the flexible employment has provided the employment opportunity for the general laid-off workers and other personnel, and also alleviated our country's employment pressure greatly. However, the low coverage of the flexible employees'old-age insurance appears day by day. Not only the low coverage of old-age insurance has harmed the flexible employed people's rights and interests, moreover prevents the healthy development of the old-age insurance system. Therefore, how to enhance the insured rate of flexible employees'old-age insurance becomes a very urgent question.Firstly, this paper introduces the background issues, significance and research status of this research. Secondly, this paper sketches the flexible employee's basic situations and endowment insurance. That flexible employment is defined as working hours, income compensation, workplace, social insurance, labor relations and other aspects (at least one) are different from the establishment of the modern factory system in the industrialized and based on the traditional way of the mainstream employment of various employment forms in general. That flexible employment with job insecurity, not fixed, low income, low education level and labor skills in the absence of other characteristics. And from our current staff on flexible employment and flexible employment system requires two shows the number of insured persons employed in a flexible pension system status quo.
