Presently, owing to lack of systematical and practical index system to evaluate the training effectiveness of China's commercial banks, it's hard for us to evaluate the effectiveness of training program, not to mention the improvement and suggestion for later program. Based on this fact, this paper attempts to build one operable training effectiveness evaluation model for stated-owned commercial banks. This model can help stated-owned commercial banks obtain more accurate results of assessment and more reasonable information for decision-making, thereby increasing the effectiveness of staff training to enhance the quality of staff, and achieve competitive advantage in an increasingly competitive financial markets.This paper first collect the evaluation indexes on the basis of Kirkpatrick's Four-level Evaluation Model, meanwhile considering with the characteristics of Commercial Banks in China and the advices of experts who are familiar with the training of banks. And then, it makes an empirical study of State-owned Commercial Banks to classify the indexes that have been aggregated. Each category will be named according to the common characteristics between each index that it contains. Thus a training effectiveness evaluation model of State-owned Commercial Banks which contains two levels was constructed. Again, the complete model was established after distributing the weight of each index by using AHP. Moreover, it also carries out a case study to discuss the application of this model.
