As the arrival of Knowledge economy era, competition between telecommunication companies with knowledge-intensive features are becoming increasingly "people-oriented". Training becomes more important in companies as the best method to quickly improve work performance of the staff. In the meanwhile more and more companies realize that training evaluation is not only the summary of training, but could also show how training could improve business performance. Therefore, to build up a practical training evaluation system and apply appropriate assessment approach according to telecommunication companies’business features can help the company to allocate training resources rationally to improve business performance.The dissertation contains six chapters. The first chapter briefly introduces the research background of the topic and illustrates the importance of studying training evaluation system and method. In second chapter, main training evaluation models and methods are discussed, building up the theoretical foundation of further discussion on how to build a training evaluation system. In third chapter, characteristics of telecommunication companies’training evaluation system is discussed basing on the analysis of current status of training effect evaluation in China. The fourth chapter builds up a training effect evaluation system with six dimensions and twelve training evaluation index for Telecommunication Company using Delphi and AHP Fuzzy Comprehensive Evaluation. In chapter five, the author empirically assess the training effect evaluation system built in chapter four using fuzzy comprehensive evaluation method, and provide further interpretation on company N’s evaluation result. In chapter six, the author summarizes the training evaluation system and methods used in telecommunication enterprises, also provide prospects on the changes of assessment methods brought by emerging IT technology.
