With the development of global economy and information technology,Beijing Olympics in 2008 and Shanghai Expo in 2010,Chinese hotel industry faces good development opportunities and fierce competition in domestic and foreign markets, even with the internationally renowned hotel group. For labor-intensive hotel industry, the competition between the hotel is actually the competition between hotel human resources.Human resource,which is guarantee of the survival and development,is the key factor to winner in hotel competition.Performance management as the core link of human resource management has become the effective tools of increaseing the overall competitiveness.Scientific performance management,which is to strengthen the enterprise value,is the power of realizing human capital appreciation, and the basis of enhancing the level of human resources management.Not only Performance management can help employee improve performance,but also can realize the hotel's business goals. at the same time, it can also improve employees'satisfaction and professional skills, creating a win—win situation for both the enterprise and employees. Therefore, how to construct scientific and effective performance management system has been more and more attention of managers hotel.In this paper, based on the overall study of modern theory knowledge on performance management, and B hotel as the impirical research object, the writer analyzes problems of the B hotel performance management from the two aspects of the qualitative and quantitative.On the basis of the hotel's actual conditions and hotel management strategic, this article selects method of combination of Balanced Score Card and Key Performance Indicator to establish a set of suitable for B hotel scientific performance management system. The writer firstly designs the performance index system which is based on "BSC+KPI",after that,designs a set of comprehensive performance management system including performance planning, performance communication, performance data collection and the implementation of the record, performance assessment, performance feedback, and application of performance results,which can not only improve employee's work ability, while also can realize hotel strategic goals.The fourth chapter is of utmost important part of the whole paper, which gives an overall explanation to design process of B hotel performance management system and emphatically introduces specific methods and steps of the design process of B hotel performance index system based on combination of Balanced Score Card and Key Performance Indicator. Finally, in order to ensure smooth running of the B hotel performance management system,this paper puts forward some measures to guarantee operation.The value of the paper:combined with industry feature and specific construction of hotel,B hotel as the case analysis object, this paper using "BSC+KPI" this new performance evaluation methods,which is collecte both advantages at an organic whole and overcome lack of the original performance appraisal methods construct a set of scientific and effective performance management system, this paper,on the one hand, provides reference and help for the hotel establishing the perfect performance management system, on the other hand, has certain guidance for hotel human resources theory.
