Energy conservation and emission reduction is the important way to solve China's energy and environmental problems. The resource-based cities were set up on the basis of non-renewable resources development, and depend on which to exist and develop. Resources development industry plays a key role in resource-based cities. At the same time, the exploitation of natural resources or original processing industry will become the leading industries or pillar industries. Energy conservation and emission reduction is of great significance for resources city transformation; develop circular economy, and realizing sustainable development. In resource-based cities, coal-oriented city takes more than 50%, energy conservation and emission reduction of coal-oriented city means more tremendous for our country.Since entering the new century, especially the "11th five-year plan period", our country pays high attention to the work of energy conservation and emission reduction, and gives full supports for this project in finance, policies, laws, etc. This plan makes the energy-saving goal of legal binding index layer down into form of all provinces, autonomous regions, municipalities, counties and large central enterprise. According to these elements, this article made an evaluation research of energy conservation and emission reduction in coal-oriented city of China. Relying on the literature review in progress and drawing on previous research results, this paper build the energy saving evaluation index system from four areas: economic development, social development, energy consumption and environmental impact and choose six key indicators according to the "Eleventh Five-Year" plan objectives and tasks assigned. From the coal city concept, characteristic we choose 18 typical coal resources city, make an empirical evaluation research use the data of 2005 and 2008. By analysis and summarizes methods each city taken, we obtain the correlation policy suggestions for the future.
