The concept of "low-carbon economy" appeared in the Britain’s energy whitepaper "Our energy future-creating a low carbon economy" for the first time in2003,and now it has drawn great attention around the world. As one of the pilot and the firstbatch of low-carbon economy provinces, Guangdong Province has been seeking newdevelopment opportunities, and actively advocate low carbon lifestyle andconsumption patterns, and strive to build a green is characterized by low carbonindustry system and consumption patterns. This paper draw a large number ofdomestic-related literature, start from the current situation of low-carbon economicdevelopment of Guangdong Province, according to the connotation of low-carboneconomy and scientific, comparable, systematic and operability principles, from lowcarbon emissions, development level of low carbon economy, low carbon society, andlow carbon environment four aspects to build the evaluation system of thedevelopment level of low carbon economy in Guangdong Province, then establish anappropriate evaluation system for low-carbon economic development in GuangdongProvince. Firstly, about low-carbon economic development in Guangdong Provincewith the national economic development and low-carbon pilot provinces ofLiaoning,Hubei, Yunnan and Shanxi. Secondly, a analysis of low-carbon economicdevelopment in Guangdong Province since the1990s.Finally, it comprehensivelyevaluated the development level of low carbon economy of15cities in GuangdongProvince utilizing factor analysis method and analytic hierarchy process, Theempirical results it is concluded that low carbon economy development level ofGuangdong Province is in the lead, but obvious regional development difference, eachcity low carbon economy development level difference is obvious. Based on theenergy consumption structure, industrial structure, urban public transport aspects putforward relevant policy implications.
