The Study On Contemporary China's Intergovernmental Cooperation Of Regional Governance

Contemporary China's regional management theory and practice are the product of complying with times changing and social development, its origin and growth are the inevitable result of both international and domestic drives. For Chinese government, it is a necessary choice to deal with the development of regional economy and the increasing regional public problems led by integration. Determined by China's national conditions, the contemporary Chinese political ecology of regional governance is wildly divergent from the western's, which generates the contemporary China regional governance embracing its own uniqueness and Chinese characteristics.In order to respond to the deeper and deeper development and reform of the regional economy, local governments start to attach more and more attention to strengthen regional cooperation coordination. The coordination of the Regional management's intergovernmental cooperation has carried out in many fields with a variety of forms, which has accelerated the prosperity of the regional economy and society. However, apart from the prominent achievements accomplished by the intergovernmental cooperation, there still are a lot of imperfectness. Although the trend of competition-cooperation and competition-integration between local governments is high, regional governmental cooperation has made few essential progress. Look down deeply, four main factors, i.e. concept factors, organizational factors, system factors, mechanism factors contribute to slowing down the cooperation and innovation of intergovernmental cooperation.In terms of the factors which restrict the intergovernmental cooperation of contemporary China's regional governance, this paper begins with the innovational ideas, innovational organizational form, innovation system and innovation mechanism, and aims to attain perfection. Specifically speaking, we should promote the awareness of regional "win-win cooperation" in the level of concept, root the idea of "holistic governance" into the local bureaucrats. As for the organizational forms, we can establish a central guidance and coordination agency, found new regional organizations of intergovernmental cooperation and foster social non-governmental organizations; then on structure, it is urgent to constitute regional intergovernmental cooperation management system, transform overwhelming governmental officials performance assessment system; with regard to mechanism, we choose to bring in a sound benefit sharing mechanism, and establish the benefit compensation mechanism.
