The International Comparison Research On Energy Conservation And Emission Reduction

Faced with the severe environmental and energy situation, humans began to reflect their own developmental patterns and gradually make it popular to reduce energy demand and reduce emissions and then it turns out to be the worldwide of various kinds of energy conservation and emission reduction(ECER) as the theme of the green initiatives.The economic development of our country has made tremendous progress meanwhile faces dual pressures of the seriously energy shortage and environmental pollution. ECER is a key step to cope with the two issues. In the context, every country adopts legal, administrative, economic, and other means to promote ECER work and has achieved certain effect and useful experience. However, the international comparison research on it helps solve the following three questions: What's difference among countries in the ECER? Why are there differences? How to narrow the gap?This dissertation is an empirical analysis driven by practical problems.First of all, energy and greenhouse gas are very important objects that the ECER works on and the main carriers of the ECER implementation effect and also the international comparison on the current development situation is one important content of the international comparison on ECER. By comparing the current situation and development trend of energy consumption and greenhouse gas emission, we can judge China's energy efficiency and the potential of ECER.Secondly, the ECER work involves economic, environmental, social and other aspects, thus, we need mananege it. This dissertation analyzes the main ECER management methods of some developed countries from two aspects of economic methods and governmental regulation measures and carries the international comparison on the disadvantages and limitations of ECER management measures in some countries and further studies our country'defects.Once more, one country's policies and regulations, technology development level and citizen spirit determine ECER performance.What's more, it's one key to realize the goal by linking the ECER and the performance. This paper constructs an ECER performance index system from two subsystem of energy conservation and emission reduction that makes it possible to measure the ECER performance.ECER is acomplicated system engineering and we must take effective measures to deal with the relationship between every aspect. The international comparison of ECER can supply reference for our ECER work. This dissertation further summaries features of some advanced countries' management measures. By learning from advanced experiences, this paper puts forward the implementation suggestions for ECER according to the existing problems form the angles of administration, legislation, economy, society and so on.
