Urban Water Pricing Mechanism Research

Because of the shortage of water resources and the deterioration of water environment, the contradiction between supply and demand of urban water intensified. China's water pricing mechanism is not reasonable at present, and there is much vulnerability in water management systems and policies. Price leverage can not play an effective role on the regulation of water resources. Therefore, along with the rapid development of economy, we must complete relevant researches on water price. We must use reasonable pricing mechanism to solve the contradiction between supply and demand of urban water, and promote the healthy development of water supply enterprises. The goal is to achieve optimal allocation of water resources and to realize sustainable development of society and economy.The areas of urban water pricing research are comparatively broad. This article chooses sustainable development as pricing principles, and applies economic theories into water pricing research and policy formulation, and then studies urban water price systematically by incorporating qualitative analysis and quantitative analysis. Firstly, this article introduces water value attributes and water industry economic characteristics, and explains water pricing mechanism and influencing factors, and analyzes four pricing principles, and obtains water pricing ideas; Secondly, this article compares some foreign water pricing systems by using comparative method, and analyzes the progress and the problems of China's urban water pricing systems in order to get the corresponding solutions; Thirdly, based on sustainable development, this article focuses on urban water pricing mechanism, including pricing structure, pricing method, pricing scope, pricing system, and build a computation pricing model by employing western economy and mathematical economy. This article selects Tianjin city residents'living water price on research, according to the pricing model and combining with the Tianjin actual situation, in order to get the theoretical water price based on sustainable development; Finally this article presents some proposals and suggestions for urban water price reform, combining benefits of government, water enterprises and public. The goal is to achieve the sustainable development of society and economy.
